L'Ofpra is a public administrative establishment created by the law of July 25, 1952.

In charge of applying the Geneva Convention relating to the Status of Refugees of July 28, 1951, then the New York Convention of 1954, it makes independent decisions on applications for asylum and stateless status submitted to it.
