Political capacity and the redevelopment of urban villages in China

This talk explores the redevelopment of urban villages in two cities, Hangzhou and Guangzhou, from the perspective of political capacity. By contrasting public policy performance and political capacity at different levels in these two cities, Shi Chunyu develops three arguments. Firstly, the performance of any policy action is affected by the ability of the central actor to develop and implement policies. Secondly, the political capacity of local governments is determined by the interplay of analytical, operational and political capacities in urban village redevelopment. Third, political capacity and the resources needed to implement public policies depend on the problematization of policies at the analytical level.
