CNU elections
CNU (Conseil National des Universités) elections 2023
The next elections for the renewal of CNU members will take place in November 2023 according to information from the department of advice and support for national bodies - DGRH A2-2.
Note: Main points to the organization of these elections
The following are eligible to vote:
- Tenured university professors and lecturers in a position of activity, leave for research or thematic conversions, or secondment.
Tenured university professors and senior lecturers are governed by Decree no. 84-431 of June 6, 1984, laying down the common statutory provisions applicable to teacher-researchers and the special status of the body of university professors and the body of senior lecturers.
They are automatically registered on the electoral lists drawn up by you via the Hélios application.
They must occupy the following statutory situations:
- position d'activité (including delegation, mise à disposition, surnombre) ;
- position de congé pour recherches ou conversions thématiques ;

position de détachement (dans un autre corps, en coopération auprès d'une entreprise, d'une institution internationale, etc.).
- Researchers: research directors and research fellows
Tenured research directors and research fellows covered by Decree no. 83-1260 of December 30, 1983 laying down common statutory provisions for the bodies of civil servants in public scientific and technological establishments, and researchers at the level of research directors and research fellows working in research establishments and organizations, must meet one of the following conditions in order to apply for inclusion on the electoral list:
- or have taught during the period from January 1, 2022 to December 31, 2022 in a public higher education establishment under the authority of the Minister for Higher Education and Research;
- or perform their duties in research units of public higher education establishments under the authority of the Minister for Higher Education and Research, linked by an agreement concluded for this purpose between the research organizations and the aforementioned public establishments;
- or be a member of one of the councils responsible for the administration of public higher education establishments under the authority of the Minister of Higher Education and Research (board of directors and academic council) or university components (councils of institutes and schools provided for in article L. 713-9 of the Education Code).
The deadline for receipt of applications for researchers (researchers: research directors and research fellows) to be included on the electoral lists and for staff assimilated to teacher-researchers to be attached to a section of the National Council of Universities is April 07, 2023.
Not eligible to vote:
- teacher-researchers on parental leave, hors cadres, long-term sick leave, long-term leave or suspended from their duties;
- trainee lecturers;
- trainee research fellows;
- associate staff and, more generally, all non-tenured staff;
- second-level staff (PRAG, PRCE) assigned to a higher education establishment;
- higher education assistants.
The provisional list of voters will be posted as of 21/04/2023 (also sent by e-mail for verification concerning the CNU).
Candidates
Candidate list submission procedures will be posted in establishments on April 28, 2023.
Documents to be provided by list delegates to the DGRH (no later than July 13, 2023):

Candidate lists, drawn up via the Hélios application, must include the surnames (which may be supplemented by the customary name), of candidates in preferential order.
Each list must be accompanied by signed nomination papers drawn up by each candidate, together with their biographical notes (matrix via Hélios).
With each list must be attached a note (on plain paper) designating the titular delegate and alternate delegate (home address, telephone no. and e-mail address) empowered to represent the list to the Ministry.
Lists may be incomplete. They must nevertheless include an even number of candidates at least equal to half the number of full and alternate member seats to be filled.
Creation on the Helios application of candidate lists by each delegate entitled to represent the list:
from Thursday June 1 to Thursday July 13, 2023, 4:00 pm, Paris time.
Candidate lists accompanied by nomination papers, biographical notes as well as the "authorized delegate" note and any professions de foi must be sent no later than Thursday, July 13, 2023, midnight, Paris time to the Ministry DGRH A2-2 :
- or by post marked "Elections CNU" (LRAR) to Secrétariat général, direction générale des ressources humaines, département DGRH A2-2, 72, rue Regnault, 75243 Paris Cedex 13;
- or by e-mail to: election.cnu@education.gouv.fr (with acknowledgement of receipt);
- or dropped off directly at département DGRH A2-2 against receipt.
In addition to the above-mentioned means of transmission, any professions of faith may not exceed two pages, and must be sent via the Helios application in PDF format, in A4 format - "portrait" orientation, no later than July 13, 2023.

As of July 28: Verification of incompatibilities and accumulation of mandates by the DGRH
The deadline for institutions to receive requests for rectification of electoral lists is May 12, 2023
The posting of the definitive electoral lists is scheduled for May 26, 2023
The definitive list of voters is posted in the patio before arriving at the offices of the Human Resources Department on the 4th floor of Inalco.
Voting material:
On receipt of the voting material (from September 4, 2023): sign the certificate of receipt of the material and send it to the DGRH at the following address: election.cnu@education.gouv.fr
The voter votes on receipt of the voting material (from September 4, 2023):
- He inserts his ballot (list of candidates) in envelope no. 1.
- Envelope no. 1 is placed in envelope no. 2, type "T", which must include all the required indications, including the voter's signature.
- It must be sent to the Ministry (address on the envelope), by post, no later than midnight on October 13, 2023, as evidenced by the postmark.
- Transmission of the material to each voter as soon as it is received
- Voter enumeration for the delivery of voting material will be set up in order to track the distribution of voting material.
- The voter votes upon receipt of the voting material (from September 4, 2023)
- It must be sent to the Ministry (address on the envelope), by post, postmarked no later than midnight on October 13, 2023.
