Leave for educational project

Leave for teaching projects is a new training scheme applicable to teacher-researchers and other staff with teaching responsibilities in higher education establishments. It implements and expresses a commitment to recognizing the pedagogical investment made by teaching staff.

      Administrative status of the teacher-researcher, beneficiaries of CPP

      The beneficiaries of this leave are tenured teachers in active service. The delegation, although being a modality of the position of activity, is incompatible with the benefit of the CPP.

      Condition of length of service

      All teachers, whether on active service or on secondment, may apply for CPP:

      • for a period of six months at the end of a three-year period on active service or on secondment
      • for a period of twelve months at the end of a six-year period on active service or on secondment.However, teacher-researchers who have been appointed for at least three years may be granted an initial leave of 12 months. The date to be taken into account in assessing this condition is the date on which the leave begins.

      These six or twelve months must be consecutive. It is not possible to split a CPP into unequal periods and spread it over several years.

      Periods of activity include:

      • Probationary service, provided that it has been completed in a teaching-research or assimilated staff body, or as a full professor in secondary education.
      • Leaves of absence provided for in article 34 of law no. 84-16 of January 11, 1984 on statutory provisions relating to the state civil service, including long-term leave.
      • Consignment.
      • Delegation.
      • Secondment.

      The following positions are not taken into account in the duration of activity:

      • Disponibilité,
      • Congé parental,
      • CRCT,
      • CPP

      Obligations de service pendant le CPP

      The CPP exempts the teacher from all teaching service obligations, without prejudice to his or her research obligations.

      The teacher devotes the leave to the project for which the CPP was granted. In particular, he or she may not teach during the CPP.

      Pay during CPP

      During this leave, teachers retain the pay corresponding to their grade. However, they may not combine this remuneration with public or private remuneration, by derogation from the provisions of decree n°2017-105 of January 27, 2017 relating to the exercise of private activities by public employees.

      Note that while a teacher-researcher placed on CPP continues to benefit from the C1 component of the RIPEC instituted by decree no. 2021-1895 of December 29, 2021 creating the indemnity scheme for teaching and research staff on the other hand, the component mentioned in 2° of article 2 of the aforementioned decree (indemnity is linked to the exercise of certain functions or particular responsibilities) cannot benefit teacher-researchers placed in a delegation position, on leave for research or thematic conversions or on leave for pedagogical project.

      Special provisions

      A fraction of CPP is allocated on a priority basis to teachers who have performed tasks of general interest for at least four years.

      A CPP, lasting six months, may be granted after maternity, parental or adoption leave, at the teacher's request.

      Assignments related to a mandate as president or director of a public institution of higher education or rector of an academy:

      Teachers who have held the position of president or director of a public institution of higher education or rector of an academy benefit at the end of their mandate, at their request, from one year's leave for a pedagogical project. The request must be made within a reasonable time of the end of the mandate, without necessarily being immediately consecutive to it.

      Award criteria and procedure

      The Board of Directors sitting in plenary formation decides, after advice from the Training and Student Life Commission, on the evaluation criteria, which are published on the internet (cf. Appendix 1 BO of October 3, 2019).

      Award criteria
      • The project must enable the following elements in particular to be assessed:
      • Proof of coherence with INALCO's training and pedagogical strategy
      • The innovative nature of the project (articulation with the skills repository, assistance with professional integration, student success)
      • The project's feasibility criteria (with advice from the DSIRN if the project has a digital dimension).

      Eventually:

      • An international outlook
      • A link between teaching and research
      • The digital dimension of the project

      The candidate's file must include:

      • A precise curriculum vitae (entire career and publications)
      • A succinct presentation of teaching and pedagogical activities
      • A detailed note presenting the pedagogical project for which leave is requested, its objectives and how they will be evaluated during its implementation.
      • The opinion of the department council (consultative).

      Assessment of applications

      The CPP is granted by the President of Inalco, in the light of the projects presented by the applicants and the assessment criteria retained by the establishment, following the opinion of the Conseil des formations et de la vie étudiante.

      The CFVE will examine the dossiers without distinguishing them according to the candidates' body (dossiers from PRAGs, PRCEs, MCFs and PUs will all be examined by the whole board).

      The maximum number of state-funded leaves of absence for pedagogical projects that can be granted annually is set by the minister in charge of higher education, who distributes them among higher education establishments.

      At the end of the leave of absence, the beneficiary sends, within three months, a report to the president of Inalco on the project he or she led during this period. The report is forwarded to the Conseil des formations et de la vie étudiante.

      After implementation of this project, a presentation will be made to the CFVE.
