Building services management

The building's technical department, a joint Inalco/Bulac service, is responsible for the management, technical maintenance and upkeep of the rue des Grands Moulins university site.

The composition

The building's technical department comprises four agents, supervised by a director and his deputy.

Tasks

In particular, its tasks cover the following areas, solely on the Pôle des langues site and on behalf of the two establishments Inalco and Bulac:

  • Project management and planning of modification work on the Pôle des langues et civilisations building
  • Supervision of heavy maintenance, upkeep and safety contractors: Day-to-day supervision of some thirty staff from on-site service providers, development of procedures in agreement with the establishments and monitoring of compliance, drawing up of specifications
  • In-house maintenance on technical malfunctions
  • Management of fluid and energy consumption, strategy and negotiation of contracts
  • Planning and monitoring of regulatory visits, safety watch: Under the responsibility of the single safety manager, the building technical department organizes, monitors and controls the proper execution of health and safety obligations
  • Development of technical solutions for improvement and compliance, obtaining prefectoral waivers, drafting technical contracts, monitoring work.

In addition, the building's technical department plays a coordinating role for the establishments in terms of shared living arrangements, safety and security within the building: drafting and monitoring the application of joint management regulations, including, among other things, the allocation keys between co-occupants.

His director leads some twenty operating committees (COMEX) a year, at which choices impacting both establishments are debated and arbitrated by the departments.
